Who usually knows the shared-bin routine in a Nassau building?

Someone has clearly tried to put the bag in the correct place for me. A signed note downstairs could answer the question without blaming anyone. The bag was moved carefully rather than thrown away. Because of that, this feels like a routine I missed.
