What should a first-time rider inspect at a Plovdiv bike rack?

I know how to squeeze a tyre, but I am less certain about checking an adjustable seat. I want the safety check finished before tapping the final unlock button. A brief wheel spin might reveal rubbing that is hard to notice while parked.
