Soft tyre or loose seat: when do you reject a shared bike in Kaohsiung?

I carry no tools and do not want to fix someone else’s damaged chain. I know how to squeeze a tyre, but I am less certain about checking an adjustable seat. I want the safety check finished before tapping the final unlock button.
