How would you protect a paper-wrapped item during rain in Manila?

I have a plastic pouch for documents but nothing wide enough for the package. I am considering doing the outdoor stop first and collecting the fragile item last. I can keep my phone dry. The awkward part is protecting the thing I am collecting.
