Soft tyre or loose seat: when do you reject a shared bike in Encamp?

I carry no tools and do not want to fix someone else’s damaged chain. The last bike felt fine at the rack and developed a soft rear tyre on the first hill. The rental clock starts before I reach the first busy crossing.
